Kutak Rock LLP is pleased to announce that Matthew (Matt) Boch has joined the firm’s Little Rock office as a transition partner in the Tax Group. With a career deeply rooted in tax law and concentrated in state and local tax (SALT) and economic development, Matt brings a wealth of experience and leadership to the firm.

Matt has been an influential voice in shaping Arkansas tax policy, providing counsel to the Arkansas State Chamber of Commerce to promote tax policies focused on attracting businesses and jobs. His commitment to tax fairness and simplification led to his instrumental role in the creation of the Arkansas Tax Appeals Commission, an independent body established to resolve taxpayer disputes.

Matt most recently served as the Chief Commissioner of the Arkansas Tax Appeals Commission, overseeing appeals concerning state income tax, sales tax and use tax disputes. In this role, he both managed administrative operations and adjudicated cases. Before his appointment as a commissioner in 2022, he built a strong reputation as a leading private practice SALT and economic development attorney. Prior to his move to Arkansas with his family in 2015, Matt practiced as an associate and partner for eight years in the SALT group of the Chicago office of a global law firm.

A magna cum laude graduate of Harvard University, Matt earned both his undergraduate and law degrees from that institution. He is licensed to practice law in Arkansas, the U.S. District Court for the Northern District of Illinois, and the U.S. Tax Court. Matt is a current member of the American College of Tax Counsel and the ABA SALT Executive Committee.  He is a former member of the National Conference of State Tax Judges Planning Committee and a former chair of the Arkansas Tax Advisory Council and the Arkansas Bar Association Section of Taxation.
